Where Florida's drinking water actually comes from

Almost none of it comes from a river. In the U.S. Geological Survey's 2015 statewide water-use accounting, published in 2020, groundwater provided drinking water for 18.324 million people โ€” 92 percent of Florida's population โ€” while fresh surface water provided drinking water for 1.491 million people, or 8 percent. Most of that groundwater is drawn from the Floridan aquifer system, a sequence of Tertiary carbonate rock underlying approximately 100,000 square miles beneath all of Florida and parts of southeastern Georgia, Alabama and South Carolina, ranging from about 100 feet thick at its updip limit to over 3,300 feet. USGS calls it one of the most productive aquifers in the world, and the Upper Floridan alone supplies drinking water for almost 10 million people. Southeast Florida is the exception: its supply is the Biscayne aquifer, an unconfined shallow limestone that USGS describes as highly permeable and shallow everywhere, and therefore readily susceptible to contamination. That geological split, not city policy, is why two Florida cities on the list above can differ so much.

Saltwater is still moving inland under Miami-Dade

Saltwater intrusion is the Biscayne aquifer's defining long-term problem, and it is a century old. USGS traces it to the draining of the Everglades for urban development and agriculture: the reduction in water levels that drainage caused, combined with periodic droughts, allowed saltwater to flow inland along the base of the aquifer and to seep directly into the aquifer from the canals. As of 2011, approximately 1,200 square kilometers of the mainland part of the Biscayne aquifer were intruded by saltwater. USGS has mapped the front since the 1950s and updates the map periodically; the update published in 2025 for conditions in 2022 found the saltwater interface had moved farther inland in both the northern and southern parts of Miami-Dade County since 2018 โ€” advancing by as much as 0.3 kilometer in the north and up to 0.8 kilometer in the Model Land Area to the south โ€” while remaining relatively unchanged in the east-central part of the county. Salinity-control structures on the canals slow it; USGS has measured saltwater getting past some of them.

Why Florida tap water tastes the way it does

Florida's most common water complaints are geological rather than regulatory, and none of them is what the violation counts above measure. The rotten-egg smell has a documented origin: beds of anhydrite โ€” calcium sulfate โ€” sit at the base of the Floridan aquifer system southeast of the Georgia state line, and USGS notes that when they dissolve they contribute excessive concentrations of sulfate to the ground water, and that when the sulfate is chemically reduced to hydrogen sulfide, an objectionable rotten-egg taste and odor are produced. Sampling of public-supply wells across the Floridan aquifer system found sulfate present at high concentrations relative to its federal secondary standard in about 12 percent of the study area. Hard water has the same source: the most common cations in Upper Floridan water are calcium, magnesium and sodium, dissolved from limestone along the flow path, and USGS classifies water above 180 mg/L as calcium carbonate as very hard. The earthy or musty taste reported by the 8 percent of Floridians served by surface water is a different mechanism โ€” geosmin and MIB produced by cyanobacteria, which people can detect at around 10 nanograms per liter.

The pipes Florida built for a much smaller state

Florida's distribution networks were sized for a state that no longer exists: the 1950 census counted 2,771,305 residents and the 2020 census counted 21,538,187. That growth curve also fixes when lead was and was not permitted in the plumbing that went in alongside it. Congress amended the Safe Drinking Water Act in 1986 to prohibit pipe, solder and flux that were not lead free, defined then as no more than 0.2 percent lead in solder and flux and no more than 8 percent in pipes; the Reduction of Lead in Drinking Water Act of 2011 cut the limit for wetted surfaces to a weighted average of 0.25 percent. How much lead pipe is left in Florida is genuinely uncertain, and the reason is on the record: EPA took corrective action after concluding that Florida did not reliably report data under the 7th Drinking Water Infrastructure Needs Survey and Assessment, de-obligating $226,138,000 of the state's replacement funding and putting Florida's projected lead service line count at 64,000 based on surveyed systems' own initial inventory data. EPA's 2024 Lead and Copper Rule Improvements require the vast majority of water systems to replace their lead service lines within 10 years.
