Does Bottled Water Have Fluoride? By Type and Brand

It depends on the type. CDC says bottled water labeled purified, distilled, de-ionized or demineralized has no or only trace fluoride unless fluoride is listed as an added ingredient. When fluoride is added, FDA caps it at 0.7 mg/L. The brand table below gives a figure for 15 brands, each from its own report.

Key numbers

  • 0.7 mg/L

    U.S. Public Health Service recommendation

The U.S. Public Health Service recommends 0.7 mg/L for community water systems that add fluoride.

    Verified

  • 1.5 mg/L

    WHO guideline value

The World Health Organization's guideline value for fluoride in drinking water is 1.5 mg/L.

    Verified

  • 1.5 mg/L

    National Toxicology Program (2024)

NTP's 2024 monograph concluded, with moderate confidence, that drinking water containing more than 1.5 mg/L is associated with lower IQ in children.

    Verified

  • 2.0 mg/L

    EPA secondary standard (non-enforceable)

EPA's secondary (non-enforceable) standard for fluoride is 2.0 mg/L, and exceeding it requires a special public notice.

    Verified

  • 4.0 mg/L

    EPA maximum contaminant level (enforceable)

EPA's enforceable maximum contaminant level (MCL) for fluoride is 4.0 mg/L, and its health goal (MCLG) is also 4.0 mg/L.

Fluoride by brand

Each figure below comes from the brand's own water quality report, linked in its cell, and describes that brand's own product. Figures from retailers, other bottlers or older industry lists are not used.

Dasani's 2025 report gives fluoride as โ€œNDโ€ in DASANI Purified Water, and Poland Spring's 2025 report gives up to 0.21 mg/L for its Spring Water. Products sold with fluoride added carry โ€œYesโ€ in the last column, such as Arrowhead Drinking Water w/Fluoride, at 0.55 mg/L in Arrowhead's 2025 report.

This table gives a figure for 15 brands, each from the brand's own report, and lists 3 more brands it shows no figure for.

"ND" is the report's own entry, printed as the report prints it. "Up to" gives the highest result the report gives for that product. In the added column, "Not in listed steps" and "Yes" are read from the treatment steps the brand's report lists for that product (or, for "Yes" alone, from a product name that says "with fluoride"); "Not shown" means this table gives no reading for that product.

Fluoride by bottled water type

CDC says bottled water labeled de-ionized, purified, demineralized or distilled contains no or only trace amounts of fluoride unless fluoride is listed as an added ingredient.

The table sets that statement beside what brands' own reports show for each label. The four labels in the CDC statement quoted above are de-ionized, purified, demineralized and distilled; the spring and artesian rows show brand reports only.

How to tell if fluoride was added

FDA limits fluoride in bottled water to which fluoride is added to 0.7 mg/L, and added fluoride must be declared in the ingredient list. FDA's rule took effect on June 19, 2022, with a compliance date for industry of October 17, 2022.

The limit covers bottled water to which fluoride is added. One spring water's report gives a fluoride figure while fluoride is not in its listed treatment steps: Arrowhead's 2025 report gives up to 1.1 mg/L for its Mountain Spring Water, and fluoride is not in the treatment steps that report lists for that water.

The brand table above links each brand's own report beside its figure.

Water without fluoride

This page calls no water fluoride-free. Poland Spring's 2025 report defines ND as โ€œNot detected at or above the MRLโ€, the method reporting limit: in that report, ND is not a measured zero.

CDC groups bottled water labeled de-ionized, purified, demineralized or distilled as having no or only trace amounts of fluoride, unless fluoride is listed as an added ingredient. The products whose reports give fluoride as โ€œNDโ€ are in the brand table, each with the report its result comes from.

Which methods remove fluoride from tap water, and which do not, is set out on our removal page.

Does distilled water have fluoride?

CDC lists distilled water among the bottled waters with no or only trace amounts of fluoride, unless fluoride is listed as an added ingredient.

Pure Life's 2025 report gives fluoride as โ€œNDโ€ in Pure Life Distilled, and Smartwater's 2025 report gives it as โ€œNDโ€ in smartwater Vapor Distilled Purified Water.

Whether a home distiller removes fluoride from tap water is a separate question, covered with the other filter types.

Bottled water for baby formula

Pure Life Baby's 2025 report gives up to 0.52 mg/L for its Purified Water With Fluoride, and gives fluoride as โ€œNDโ€ in its Purified Water With Minerals.

Nursery's product page states that โ€œNurseryยฎ water contains a fluoride level of up to 0.7 ppmโ€. That is the manufacturer's own statement. Nursery's website offers its water quality report through a request form, so the brand table shows no figure for it. Nursery says it also provides a drinking water without added fluoride.

What health authorities say about fluoride and mixing infant formula is covered on our babies and formula page.
