Phosphate

Phosphate on a water quality report is a measure of phosphorus compounds in the water. A report that prints "Phosphate" on its own leaves two things unstated: which species was measured (orthophosphate or total phosphate) and on which basis the number is expressed (as phosphate, PO4, or as phosphorus, P). Those choices change the number by a factor of about three, so a bare phosphate figure cannot be compared with one from another report unless both state the same species and basis.

What This Measurement Means

EPA sets no national primary drinking-water limit for phosphate: it is not among the contaminants listed in the National Primary Drinking Water Regulations. Utilities measure and report it as an operating parameter, most often because a phosphate compound is dosed deliberately โ€” EPA's lead and copper regulations name "the addition of an orthophosphate- or a silicate-based corrosion inhibitor" among the treatments a system evaluates when it identifies optimal corrosion control treatment (40 CFR 141.82(c)(1)). A phosphate reading therefore describes how the water is being treated, and there is no health-based limit to compare it with.
